The State Trading Corporation (STC), as the trading arm of the Government of the Republic of Mauritius, is solely responsible for the importation and supply of Petroleum Products to meet the country’s inland requirements. These include fuel needs for public transport, industrial and commercial activities, private motor vehicles, as well as for the operation of turbines by the Central Electricity Board (CEB) to generate electricity, and for aircraft refuelling at the SSR International Airport. In addition, STC procures and supplies bunker fuels, partially, for international shipping. The importation of bunker fuels is liberalized.
STC’s total annual imports of Petroleum Products to meet both inland and international requirements have now exceeded one million metric tons.
Upon the arrival of tankers at the Port Louis quays, the Petroleum Products are discharged through pipelines into the shore tanks of the four Local Oil Companies (LOCs) and CEB, located within the port area. These tanks are owned and operated, either individually or jointly, by the various receivers, namely the four LOCs and the CEB. The LOCs also operate a jet fuel tank at the SSR International Airport..
The four LOCs are:
1. Vivo Energy (Mauritius) Ltd
2. TotalEnergies Marketing Mauritius Ltd
3. Engen Petroleum Mauritius Ltd
4. IndianOil (Mauritius) Ltd
The LOCs market, distribute, and retail petroleum products (Gasoil and Mogas) through their respective networks comprising approximately 171 filling stations across the country. Some also operate barges to facilitate the sale of bunker fuels at sea.
STC procures its Petroleum Products through Open International Bidding exercises.
